Enrolling in an international educational program without acquiring official recognition through the governmental registration process for a student permit is illegal. International students must declare their intentions regarding credit transfer, student exchange, or other programs involving travel to the United States at the time of admission. Distance learning programs often have varying travel requirements, which students must specify initially—whether they intend to travel to the US or pursue a non-traditional study format. In either case, students require a No Objection Certificate (NOC) for official registration in the governmental system. For travel, a NOC for Traveling is necessary, while a NOC for Non-Traveling is required if a student opts out of traveling. The US Board of Education (USBOE) oversees the verification and standardization of educational programs and serves as the official governmental correspondent, ensuring compliance with international standards and governmental requirements, which may vary based on nationality, international law, or government amendments.

The Commission's jury members conduct an initial screening process to determine the legal requirements for students, which may vary based on nationality and chosen educational program.
